Bringing Practical AI Adoption to Singapore’s Heartland Businesses With Vision and Enterprise Singapore

Walk through any HDB estate and you will pass a dozen businesses that keep the neighbourhood running. The family-run bakery, the hardware shop that has been there for thirty years, the provision store, the clinic on the second floor.

These businesses carry the same pressures as large enterprises. Costs rise, manpower stays tight, and the owner still handles orders, rosters and customer questions personally.

The data tells a clear story. In the Ministry of Manpower’s April 2026 study on AI adoption among firms, 71.5% of establishments had yet to adopt AI at all. Among firms with fewer than 25 employees, adoption stood at 23.9%, compared with 76.4% among firms with more than 500 employees.

That gap is rarely a matter of interest. Firms point to implementation cost (44.9%) and a shortage of skilled people (42.4%) as their main barriers, while 32.4% of smaller firms say they lack a clear strategy or a practical understanding of where AI would actually help.

In other words, the obstacle is not the technology. It is the methodology.

This is the gap Vision set out to close together with Enterprise Singapore. On Tuesday, 18 August, the Vision team went down to Enterprise Singapore to brief and discuss adoption plans with its Business Advisors, in preparation for a countrywide AI growth initiative for smaller businesses.

Adoption Stalls When It Starts With the Tool

Most small business owners meet AI as a piece of software first. A chatbot, an assistant, a subscription with a monthly fee attached.

The tool arrives before anyone has asked which part of the business is losing the most time or money. Staff try it for a week, the novelty fades, and the shop returns to the way it worked before.

For a business running on thin margins, that is not a harmless experiment. It is budget spent without a result, and it makes the owner less willing to try again.

A heartland business does not need more technology. It needs one process to stop costing it money.

The Adoption Gap Is a Sequencing Problem

Smaller firms are not behind because they move slowly. They are behind because nobody has shown them which single process to fix first.

A Methodology That Works Without an IT Department

Vision approaches adoption the other way around. The starting point is never the model or the platform. It is the business problem the owner already knows they have.

From there, the sequence stays deliberately simple.

01
Find the Cost

Start where the money leaks

Identify the process that consumes the most time, headcount or lost revenue.

02
Size the Impact

Decide on numbers, not interest

Quantify what that process costs before selecting any technology.

03
Deploy One Thing

Small enough to succeed

Put one focused solution in place that a non-technical team can operate from day one.

04
Measure, Then Widen

Expand only what holds

Track the outcome in business terms and widen once the first result proves out.

Adoption becomes achievable when the first step is a single process, not a full transformation programme.

This keeps the first project small enough to succeed and specific enough to prove. For a retailer, it may be handling enquiries after closing hours. For a services firm, it may be quotations that take three days to leave the office. For a clinic, it may be appointment reminders that a receptionist currently makes by hand.

None of these require a technical team. They require someone to look at the business honestly and point at the right starting line.

Vision at Enterprise Singapore: Preparing a Countrywide AI Growth Initiative

Reaching heartland and smaller businesses at scale takes more than a good product. It takes the people those businesses already trust.

Enterprise Singapore’s Business Advisors sit at exactly that point. Through the SME Centres and the support programmes built for heartland enterprises, they are often the first person an owner speaks to about productivity, capability and growth.

The session focused on making AI adoption practical for that audience. The discussion covered where AI creates value for a business with a handful of employees, how advisors can recognise readiness during a conversation, what a realistic first project looks like, and how to avoid the pilots that stall after a month.

Equipping advisors with that framing matters more than any single deployment. One well-briefed advisor can shape adoption decisions across dozens of businesses in a single estate.

Vision would like to thank Enterprise Singapore for the discussion and for the shared commitment to helping smaller businesses grow through practical AI adoption.

What Changes When Adoption Is Done Properly

When AI is applied to a defined business problem, the results show up where an owner can see them: in hours returned to the team, in enquiries that no longer go unanswered, and in revenue that was previously slipping away after hours.

Across Vision’s client implementations, businesses have seen outcomes such as:

+25%Customer Conversion

More enquiries turn into revenue

By responding to enquiries the business used to miss.

+50%Efficiency

Teams get their hours back

By removing repetitive work from teams that were already stretched.

400%ROI Per Year

Every deployment pays back

By tying each deployment to a measurable business outcome.

The same logic scales down. A business with six employees will not see the same absolute numbers as an enterprise, but the principle holds: value comes from solving one costly problem well, not from adopting the widest set of tools.

Find Where AI Fits Your Business!

AI adoption is no longer a question of whether smaller businesses can participate. It is a question of where to begin.

With the right starting point, a heartland business can improve productivity, serve customers better and grow without adding headcount.

Vision helps businesses find that starting point and turn it into a measurable result. Reach out to us today at hello@visiongroup.co
